BEMS Journal Supplement 6, 2003 Letter (PDF)

Letter from Cindy Sage (PDF)

Framework for Developing EMF Standards (Draft October 2003) (PDF)

This is the last of a series of letters that were sent to the SC-4 committee of the IEEE (the standards evaluation committee), together with a letter to the Bioelectromagnetics Society (BEMS) on their Supplement #6 (published in the BEMS Journal) and a reply from Ron Petersen (former head of Lucent and now SC-4 IEEE standards review committee). As background, the SC-4 subcommittee of the IEEE has been evaluating the C-95 federal RF standards for frequencies including radiofrequency/microwave and
related wireless technologies.  The committee has been challenged by some as being dominated by industry and military interests (a review of affiliations of members confirms this).  There were others who signed onto this letter.

The full IEEE is required to adopt the findings of its SC-4 committee.  The Federal Communications Commission (FCC) will simply update its regulations.  The FCC does not do any independent, health-related work.

Here also is a letter to WHO on its framework for evaluation of RF literature in anticipation of its decision on RF standards, which addressed their on-going RF literature review.

The WHO is conducting the international equivalent of IEEE SC-4 - re-assessing the body of scientific evidence on RF health effects, and will issue some guidance about changes for public limits in the near future.  All these efforts are intertwined, and many of the industry/military players are active at all three levels.
